ADA WEST DPCU EMBARKS ON MONEY FOR VALUE INSPECTION OF PROJECTS
The District Planning Coordinating Unit (DPCU) of the Ada West District Assembly (AWDA) on Wednesday, 22nd April 2026 embarked on first quarter stakeholders’ participatory monitoring and evaluation mission to two (2) projects that are almost complete. The projects involved are 6-Unit Classroom Block and CHIPS compound at Adicherekope and Wokumagbe respectively.

The AWDA Development Planning officer, Mr. Dennis Atukwei Okai who led the monitory team indicated that the purpose for the mission was to provide opportunity to stakeholders (including Assembly members for the beneficiary communities) to observe the state of the projects and make inputs based on the observations made on site for the consideration of both the contractor executing the project and management of the Assembly. The bottom-line therefore was to ensure value for money.

After careful observation on site, it was the view of the monitoring team by consensus, that the Adicherekope 6-Unit classroom Block (a newly built Primary school) was well delivered by the contractor amidst few observations made, namely; some cracks on the floors, no rain gutter, no sign pole to the school, and no urinal for both teachers and the pupils. Nene Meshach Tetteh Caesar III for instance intimated that it is important for the building to have rain gutter to prevent erosion because of the environment which is often disturbed by erosion and by so doing, the school can also conserve water for its use. It was also observed and recommended, that the frontage of the school be filled with chippings, a division made between the toilet and the classroom block with either hedge or wall, and system put in place to prevent bats (dominant in the area) from evading the classrooms as well as Poly-tanks provided to store water.

The District Education Director, Dr. Stephen Arthur on his part said that the 6-Unit Classroom Block should have come with Teachers Bungalow (which was not the case) and said this is not consistent with the directive of the Education Minister who said that all new schools to be built must come with Teachers Bungalow, and added, that given the remote environment of the school, Teachers Bungalow is imperative as Teachers may find it difficult to find accommodation in the community.

The contractor, Mr. Lumorvi Godwin of Wing-Meg Ventures Limited in responding to the crack floors said that it might be as a result of the stature of the sand due to heat. He however indicated that they are monitoring the condition and if the defect becomes severe it would be ratified before the project is handed over and added, that, as part of the contract is a maintenance component, and they are obligated to observe the projects for six months, after the project has been handed over and any defects also dictated within this period would be ratified. The contractor however indicated that other observations made as stated supra were not part of the contract and urged the monitoring team to discuss the observations so made with Management of the Assembly and if management agreed, the issues identified can be added.

The 6-Unit Classroom Block comes with Six seater KVIP toilet, office, staff common room, stores and furniture. And, save the observations made on site by the monitory team, the project is said to be 98% complete.
At Wokumagbe, a beneficiary community of a CHIP compound, the contractor was not on site but the Assembly member for the area, Hon. Francis Tetteh Alimo said the contractor had delegated him to receive the monitoring team and lead them to observe the project. The project comprises of a delivery room, treatment/recovery room, stores, consulting room, staff washroom, male washroom, and female washroom. The project also comes with 2-Unit residential rooms and according to the Assembly member for the area, the project is 95% complete.
