ADA WEST RE-ELECTS HONOURABLE LAWRENCE N. KATEY AS PM

The Ada West District Assembly held its first meeting of the third session of the fourth Assembly on Wednesday, 18th March 2026 which was preceded by a special meeting to elect the Assembly’s Presiding Member (PM) pursuant to section 17 of the Local Governance Act, 2016 Act 936 (as amended).

Hon. Ngunekpeku Lawrence Katey who stood unopposed, and with total votes of twenty three (23); comprising fifteen (15) elected Assembly members, seven (7) Government Appointees and the District Chief Executive (DCE) for the area, he obtained all the 23 yes votes representing 100% to be re-elected as PM for the Ada West Assembly for his second term in compliance with section 7 (4) of the Local Governance Act, 2016 Act 936 (as amended).

In his acceptance speech after being sworn-in by the Sege Magistrate Court Judge, Her Worship Victoria Akua Ghansah, the PM elect thanked all Assembly members and indicated that his overwhelming endorsement demonstrated the unity that exists among the Assembly members and pledged his commitment to continue the work from where his first term ended and also urged Honorable members to continue to support him deliver on his mandate as the head of the Assembly.

The District Chief Executive (DCE), Hon. Modjifa Tanihu J.J.F. Mills-Nkrumah also in his remarks reiterated the unity demonstrated by Assembly members and pleaded with Assembly members to forget about any wrongs that might had occasioned in the past and forgive each other so that they can all work together to improve the lives of the people they serve. The DCE also use the opportunity to comment on some boundary challenges faced by the Assembly in some parts of the District and indicated that the Assembly would write formally to the District Electoral officer to see how best the issue can be permanently resolved.

 After the special meeting that elected the PM, the Assembly reconvened to allow the DCE in compliance with section 21 of the Local Governance Act, 2016 Act 936 (as amended) to present the Executive Committee report to the house where he (the DCE) outlined some developments that took place, those ongoing and those that are yet to take place for ratification and approval by the General Assembly. Notably among them are; kindergarten blocks at Ahliakposisi and Okorshuesi, 6-unit classroom block at Kportitsekope, 3-unit classroom block at Bonikope and Sege, construction of CHPS compound at Wokumagbe, Construction of two (2) incinerators at Sege polyclinic and Anyamam health center, Nurses Bungalow, construction of staff bungalow including that of the DCE and District Coordinating Director (DCD) inter alia.

The DCE also talked about the Assembly’s commitment to complete all legacy projects (projects inherited from the previous government) but was quick to say, that some of the legacy projects have some issues that must be resolved through audit to ensure their continuation since they cannot allow the investment made in that respect to go waste. The audit, the DCE said was necessary because, some legacy projects though captured in the books as completed, the reality on the ground was different.

On Security, the DCE informed the General Assembly about some reported security concerns relative to safety and influx of foreigners into the district and the need for the Assembly to deploy adequate resources to aid the Justice and Security Sub-Committee to “undertake community engagement and sensitization, as well as to assess and respond to these concerns decisively”.

In the area of Revenue generation, it was disclosed that some big companies in the district still owed the Assembly from last year and the need to find appropriate means to approach those companies to impress on them to pay their business operating fees. The issue was debated at length and the Finance Officer for the Ada West District Assembly (Mr. Seth Okai Afum) suggested that a high-powered delegation is sent to those companies and this was endorsed by the house and the PM ruled that the determination or composition of the said delegation be left to Management to do.

With regards to support for the vulnerable, the DCE also indicated that in the Assembly’s effort to improve on social services to positively affect the lives of the people, those with disabilities were not left out as he disclosed that during the 2025 fiscal year, a total of Eighty Two Thousand Ghana Cedis (ghc82,000.00) was disbursed to support People With Disabilities (PWD) to undertake various economy activities and also “various quantities of deep freezers, wheelchairs, tarpaulins, and laptops were distributed to enhance their living conditions in various ways”. The DCE also disclosed that with the support of the Member of Parliament (MP) for the area, Hon. Daniel Keshi Bessey “over 300 Senior high school entrants received mattresses, chop boxes and essential items to ease their transition into senior high school” with the MP also granting scholarships to 10 high performing students.

In the spirit of strengthening decentralization at the local level, the DCE said that it was recommended for the approval of the house that “all public toilet facilities under the jurisdiction of Area Councils be reverted to them for effective management and revenue generation”.

In his concluding remarks, the DCE underscored that the recommendation made to the Assembly were practical, necessary, and aligned with the Assembly’s collective vision of “building prosperity, and restoring hope in Ada West” and urged Assembly members to assist in ensuring that the recommendation do not just remain at the level of discussion but put into action to achieve the desirable transformation for the people they serve and this must as well be done with the sense accountability at all levels.
